RGU Tenant Blacklist

Policy, Criteria, and Submission Process

Evidence-Based • Dual Review • FCRA Compliant

⚖️ Legal Compliance Notice

The RGU Tenant Blacklist operates in strict compliance with the Fair Credit Reporting Act (FCRA), Fair Housing Act, and all applicable state and federal laws. Entries are never based on protected characteristics or unsubstantiated complaints. All submissions are subject to audit and verification.

1. What Is the RGU Tenant Blacklist?

The RGU Tenant Blacklist is a secure, internal database of tenants who have a documented history of serious lease violations. It exists to:

Protect Landlords

Protect landlords and property managers from known high-risk tenants

Encourage Responsibility

Encourage responsible tenant behavior through accountability

Ensure Compliance

Maintain strict compliance with FCRA, Fair Housing, and all applicable laws

The blacklist is not a casual "bad tenant list." Every entry is evidence-based, reviewed, and audited. It is available only within the RGU ecosystem and is primarily surfaced through Morpheus AI Screening and related risk tools.

What the Blacklist is NOT:

  • ❌ A public "shame list"
  • ❌ Based on rumors, one-sided complaints, or hearsay
  • ❌ For minor issues (single late payment, normal wear and tear, personality conflicts)
  • ❌ Automatically populated when landlords complain
  • ❌ Used for discriminatory or retaliatory purposes
2. When Can a Tenant Be Blacklisted? (Criteria)

A tenant is never added for minor issues like a single late payment, normal wear and tear, or personality conflicts. A tenant may be considered when all of the following are true:

✓ Serious, Documented Violations

One or more of the following must be clearly documented:

Serious Non-Payment

60-90+ days past due with proper notices served and no good-faith payment effort

• Chronic rent evasion

• Ignored pay-or-quit notices

• No payment plan engagement

Severe Property Damage

Intentional or major damage beyond normal wear and tear

• Destroyed appliances

• Holes in walls/doors

• Flooded units

• Major cleanup costs

Proven Fraud

Material misrepresentation or false documentation

• Fake pay stubs

• False identity/SSN

• Fabricated employment

• Forged references

✓ Formal Process or Clear Liability

Typically, at least one of the following is present:

Eviction Filed/Completed

Court Judgment Entered

Settlement Agreement Signed

✓ Evidence Meets RGU Standards

  • Claims backed by verifiable documentation (lease, ledgers, notices, court filings, inspection reports, photos, invoices, communication logs)
  • Case passes dual internal review by RGU's risk and compliance team

✓ No Discrimination or Retaliation

  • Decisions never based on race, color, religion, sex, gender identity, sexual orientation, national origin, disability, familial status, age, or any other protected class
  • Tenants not blacklisted for filing complaints, reporting issues, or exercising legal rights
3. What Evidence is Required?

To consider a tenant for the RGU Tenant Blacklist, RGU typically requires:

Lease & Identity

Signed lease agreement
Tenant identification
Contact information

Payment History

Complete payment ledger
Notices to pay or quit
Late payment warnings
Partial payment records

Legal Process

Eviction filing documents
Court case numbers
Final judgments
Settlement agreements

Property Damage

Move-out inspection report
Time-stamped photos/videos
Repair invoices
Vendor estimates

Fraud Evidence

Employer verification responses
Document forensic analysis
Communication logs
Original vs. submitted docs

Secure Storage: All documents are stored securely within the RGU platform and are subject to audit. Evidence is reviewed for authenticity and relevance before any blacklist decision is made.

4. How Landlords Submit a "Bad Tenant Review" Case

5. How RGU Reviews and Uses This Information

Once a case is submitted:

① Initial Screening

Support/Risk team checks:

  • Is the case about serious, blacklist-level behavior?
  • Is minimum documentation present?
  • If information is missing, RGU requests additional details before proceeding

② Full Risk & Compliance Review

  • RGU's risk and compliance team reviews all documents
  • The team applies the blacklist criteria
  • Checks for any signs of discrimination or retaliation
  • A dual review process is used to reduce bias and errors

③ Decision

Approved:
  • • Tenant added to RGU Tenant Blacklist
  • • Reason codes recorded (e.g., "Long-term non-payment," "Intentional damage," "Fraud")
  • • Supporting evidence references and audit trail maintained
Not Approved:
  • • Landlord informed case doesn't meet criteria
  • • More evidence required, or
  • • Issue is considered minor or disputed

Integration With Morpheus AI Screening

When a blacklisted tenant appears in a screening or application flow, Morpheus AI can flag them as high risk, with appropriate messaging and controls based on RGU policy.

6. Fairness, Compliance, and Dispute Rights

RGU is committed to fairness, accuracy, and legal compliance. The RGU Tenant Blacklist is audited regularly to ensure:

Protected by Law

  • Evidence is sufficient and properly documented
  • Criteria are applied consistently
  • No prohibited or discriminatory factors are used

Regular Audits

  • Quarterly audits for accuracy and compliance
  • Entries expire after 7 years per FCRA guidelines
  • Removal eligibility when debt paid or rehabilitation shown

Tenant Disputes

Tenants may dispute blacklist entries they believe are inaccurate, incomplete, or outdated. Upon dispute, RGU will re-review the case and may request updated documentation from the landlord.

Dispute Process: Tenants can submit disputes through the RGU platform or contact support. All disputes are reviewed within 30 days with full documentation review and follow-up with the submitting landlord.

If an error is found, or if the situation has been fully resolved and meets RGU's removal standards, the record will be updated or removed in line with FCRA and internal policy.

7. What the RGU Tenant Blacklist Is NOT

To avoid confusion:

Not a public "shame list"

The blacklist is internal to RGU and only accessible within the platform's risk tools

Not for minor issues

Single late payments, normal wear and tear, or personal disagreements don't qualify

Not a tool for retaliation

Cannot be used against tenants who complain, request repairs, or exercise legal rights

The blacklist is a targeted, compliance-driven risk tool designed to protect landlords from truly high-risk tenants while maintaining fairness and legal integrity.
